List discovered exchanges and inclusion state

GET

/v2/exchanges

Returns exchange records populated by oracle markets sync. Sync inserts missing records disabled and never changes existing records. Enabled controls historical and realtime inclusion; status is the last observed worker state. Enable selected exchanges explicitly with the CLI.
