Activate a rule

/triggers/{id}/resume
May activate paused or error rules. Exec requires an allowed caller Key ID, which replaces the stored authorization binding even for an already active rule. A changed binding increments revision. Does not replay cancelled events or reset cooldown. Reactivation resets source state and activation time so previous conditions do not act as new threshold crossings.
